General manager and system architect of a small local Internet service provider which caters to unserved and underserved rural communities in Ilocos Norte. In this role I have: ● Established a network composed of fiber-optic FTTH and wireless nodes in the two major population centers of Ilocos – Laoag and San Nicolas. ● Built all of the network infrastructure and support IT systems from the ground up. This includes a private OpenStack cloud, hosting RADIUS (AAA), DNS, and internal web apps. ● In charge of overall security, working with firewalls, ACLs. ● Put up PRTG, cacti, ELK + Grafana, for monitoring and analytics. ● Led the business into stellar growth with YoY increase of 20% in revenue amidst a crowded market full of telecommunications giants and incumbents. ● Forged interconnection agreements with the two major telecommunications companies, fulfilling the government’s ICT vision and the National Broadband Plan.

Served as the technical lead to the Climate Monitoring and Prediction Section of PAGASA, the Philippine weather bureau. In this role I have: ● Built a pipeline for downloading, archiving, and displaying climate information and analyses which was then deployed for use with the WMO-RCC-ASEAN region. (AWS, JS/Flask/Django, GraphQL) ● Collaborated with meteorologists and climatologists to optimize their GIS workflow by introducing CI/CD techniques and establishing a solid ETL process for meteorological data. (Hadoop/Spark) ● Helped build Payong PAGASA, a mobile application for Android and iOS which delivers up-to-date and relevant climate information to the masses. (Leaflet, GeoServer) ● Aggregated raw spatial and temporal data with pandas and processed these into actionable maps and charts using Iris/Cartopy/Matplotlib.

Created and maintained testing solutions for functional verification of radio products. In this role I have: ● Designed a solution to reduce test tool compilation times, which reduced developer wait-times, generating yearly savings up to €25K for the company. (C++/gdb/Makefile) ● Set up and promoted the use of Jenkins CI/CD environments for automated builds, testing, and release. ● Developed in-house tool for signal/protocol level module tests for a mobile network simulator. This enabled our System Under Test to talk to multiple clients, parallelizing our DevOps workflow. (Twisted/Python) ● Built and maintained an OpenStack cloud environment used by multiple teams for testing and other purposes, promoting high utilization and re-use of hardware. ● Designed and implemented a log aggregation tool's horizontal scaling, enabling real-time analytics from tens of thousands of log files.
