I was a former advisor to the Department of Energy (DOE), Congress as well as the W. Bush and Obama administrations to implement PACE-enabling legislation and renewable energy finance districts. - Coordinated the implementation of U.S. Congressional imposed bi-partisan PACE and PACE-like facilities via legislation support and commercialization of federal financing for residential, commercial and industrial energy efficiency improvements; principal consultant for cities such as Sarasota, Florida and Ann Arbor, Michigan to advocate, model and implement PACE-enabling legislation and renewable energy finance districts. - Spearheaded lobbying effort, including assisting in the development of the PACE Grassroots Action Toolkit to encourage taxpayer involvement, authoring “guide to action” documents targeting Congress, assisted lawmakers in writing key legislation, and established relationships with legislators, government officials and community leaders, including then-Michigan Governor Jennifer Granholm’s administration; adviser/contributor to University of California, Berkeley, including U.C. Berkeley’s "Energy Efficiency & Renewable Energy Financing Districts For Local Governments" report. - Developed and launched data collection and analytics product which was used to influence municipalities and enable cross promotion; managed the development of a data-mining extract designed to collect data on hundreds of thousands of prospective leads; developed special finance district framework.
